DeliverFund is a nonprofit intelligence organization dedicated to combatting human trafficking. We have decades of experience from our careers in the CIA, NSA, Special Operations, and law enforcement, and we leverage cutting-edge technology into the ultimate weapon against human trafficking.
The space DeliverFund currently occupies used to be the headquarters for Backpage, the largest marketplace at the time for buying/selling sex. This former location of human trafficking is now home to an organization dedicated to ending it.

The Manilla* is a significant symbol given its history. Typically a symbol of oppression, within DeliverFund, it is a symbol of hope.
There are age marks on the DeliverFund Manilla, reminding us that slavery, unfortunately, is not new and not gone or eliminated. In fact, it is one of the oldest and most continued markets in the United States and around the world.
The ‘notch’ in the top of the DeliverFund Manilla symbolizes the impact DeliverFund intends to have on slavery with each area expansion.
The red line signifies a blood streak; there to remind all of us that we are not the first ones to fight this battle. A horizontal red line is a universal symbol for STOP.
*The Manilla, which according to Wikipedia were “… penannular armlets, mostly in bronze or copper, very rarely gold, which served as a form of commodity money … among certain West African peoples … This form of African currency also became known as “slave trade money” after the Europeans started using them to acquire slaves for the slave trade into the Americas (as well as England prior to 1807).”

As an Operative who served as a Country Chief for a Special Unit within the CIA, Nic witnessed not only the epidemic of child trafficking within illicit markets, but also the unrealized opportunity to apply his understanding and training to influence this global crisis. As Nic began to work with experts to better understand the problem in the United States, he found it impossible to turn a blind eye. As a result, DeliverFund was officially established as a 501c3 in October 2014 and our counter human trafficking organization, focused on ending sex slavery in the United States got to work.
Nic spent 11 years in US Special Operations as an Air Force Pararescueman prior to being recruited to the Central Intelligence Agency. Due to his highly specialized training and experience in both special and intelligence operations, Nic has a firm understanding about these illicit, illegal markets and has the highest levels of training to effectively combat them.
Upon learning about Nic’s vision for DeliverFund, Jeremy’s quick and only response was: “Where do I sign? Let’s do this.”
Jeremy spent 10 years in the US Special Operations, where he went on to become and deploy as a Navy SEAL Sniper. After his time in the military, Jeremy returned to the Middle East as an operative for a National Level Intelligence agency for an additional five years. More than 17 deployments later, Jeremy returned home to work on a successful political campaign for a US Congressman, further committing himself to the American values that he upholds. When Nic met Jeremy overseas, it became clear that the two shared a deep sense of mission and mutual sense of duty.
With a wide range of training in Special Operations, experience in the Intelligence community and time spent in the political arena, Jeremy often tells folks that every job he has held has only been to prepare him for the work that he is currently doing for DeliverFund.
Sean has held a variety of IT roles at several institutions both privately and publicly held since 2006. With a multitude of technical skills and the ability to translate analytics into actionable intelligence, Sean is uniquely qualified to coordinate the IT efforts of DeliverFund’s operations.
Because of the nature of DeliverFund’s work, Sean was one of the first hires made and he continues to passionately pursue the mission. In his words, DeliverFund is not just a job or a career, it is his purpose.
USN SCPO (SEAL), Ret. Michael “Fulli” Fullilove has 20 years of experience operating as a SEAL across multiple SEAL Teams. Mr. Fullilove led cross functional teams conducting complex special operations throughout the Middle East. He has worked in a variety of project and program management positions working across cultures to achieve operational goals. He spent five years at a Naval Special Warfare command where he was responsible for combining multi-intelligence disciplines with special operations expertise to defeat hostile networks.
Over the course of his career Mr. Fullilove, also deployed 3 times to Iraq, twice to Afghanistan, and once to Kosovo in addition to numerous other locations. He is the recipient of the Bronze Star Medal with Valor, The Defense Meritorious Service Medal and numerous specific commendation medals. During his deployments, he worked with senior level foreign government leadership and focused on countering violent extremist organizations, human and physical infrastructure development for operational purposes and personnel recovery. Following retirement, Mr. Fullilove provided operational consultant services to military, government and faith-based clients.
Fullilove holds an undergraduate degree in Liberal Arts from Excelsior College and a Masters Professional Service (MPS) from Penn State.
Matt Herfield is the CEO & Managing Member of Potentis Capital, a private equity firm. He specializes in building strong partnerships with market-changing businesses that share his passion for social responsibility. Companies within the Potentis portfolio donated more than $1 million in 2015 alone (including $700,000 to Make-A-Wish America), and are on track to donate $1.5 million in 2016. In 2010, Matt co-founded Watertree Health® to help make essential health care products and services more accessible to all people in America. Through his industry experience, he learned that over 100 million people don’t have access to affordable medications. This prompted him to create joint ventures between Watertree Health and the nation’s leading Pharmacy Benefit Managers, and to put together the foundation for the company’s management team. Before Watertree Health, Matt was founder and CEO of a company that specialized in point-of-care pharmaceutical dispensing. He built a supreme sales force that was active in over 20 states and serviced the needs of clients, including many of the top clinics in the United States. Matt began his professional career working at Metropolitan Hospitality, where he eventually became president. In this role, he hosted a series of high-profile events for the leading event-staffing company and expanded the range of services offered to clients, resulting in office staffing for both temporary and full-time positions.
Debbie Maestas is a results-oriented Business Executive with vast experience in the transportation and aviation industry, the political arena and project management. She is an innovative, engaging and accessible leader and a decisive, organized transformation expert with a proven track record in leading strategic initiatives, driving efficiencies and improving processes. Debbie owns Advance Transformation, a consulting business that provides clients with organizational management, process innovation and implementation, transportation and aviation consulting, business development and marketing initiatives, government contracting expertise, program management and corporate structure advice. She has been a licensed Commercial Real Estate Broker continuously from the time she finished her undergraduate studies. Debbie previously served as the State Chairman of the NM GOP, and the President and COO of CSI Aviation, Inc. Debbie and husband Steve have a daughter, and together they enjoy traveling and ministry.
Michael Goguen is founder and managing partner of Two Bear Capital, a venture firm that invests in artificial intelligence, cybersecurity, healthcare, and biotech companies that are advancing solutions to some of the world’s toughest problems. Previously, Michael spent 20 years as a partner at Sequoia Capital where he sponsored 54 investments with a combined market value of over $64 billion. He holds an undergraduate degree from Cornell University and a master’s degree from Stanford University, both in Electrical Engineering.
Michael lives with his family in Whitefish, Montana where he is known as a prolific philanthropist. He founded and fully covers all the costs of Two Bear Air Rescue, which uses a state-of-the-art helicopter to rescue people stranded in areas inaccessible to traditional search and rescue or air ambulance. The service has completed more than 600 flights since 2012. Michael also established Two Bear Therapeutic Riding Center to provide equine-aided therapy to children with disabilities, and Two Bear Farm, a 100-acre organic farm. Michael is on the Board of Trustees for Kalispell Regional Healthcare and on the Board of Advisors for Code Girls United, which teaches tech skills to girls in grades 4-8.
Milla Perry Jones is vice president of government affairs for United Surgical Partners International. USPI owns and operates over 200 healthcare facilities in 26 states, of those 50 ambulatory surgery centers and 7 surgical specialty hospitals are in Texas. In her role with USPI, Jones passionately advocates at both the state and national level for physician ownership of healthcare facilities.
Jones is a board member of the Texas Ambulatory Surgery Center Society and Physician Hospitals of America, a founding member of the Texas Physician Owned Hospital Association , and the conference chair and charity event founder of Ambulatory Surgery Centers of America. She is also a board member of Dallas Summer Musicals, Inc., Texas Horse Park, and Texas Cultural Trust. She sits on the advisory boards for Cattle Barons, Frost Bank of Texas, and Southwest Transplant Alliance.
Maureen Casey brings DeliverFund her lifetime of experience as an investor, a venture capitalist and advisor. Maureen brings knowledge in the field of philanthropy and sustainable fundraising as well as a strong commitment to the well-being of children everywhere and contempt for human trafficking. Over the years, Maureen has been involved in numerous foundations and charitable organizations including those for local school and universities, highlighting her passion for children. Her background in business and investment has fueled her pursuit in learning more about research and development in the medical field, highlighting her passion to improve human health. As well as her role on DeliverFund’s board of directors, she currently serves on the board of trustees of the Oregon Health and Science University Foundation (OHSU) and a member of the advisory board of the Casey Eye Institute. Along with her children and husband Marlin McKeever, Maureen has traveled extensively, giving her a network of global friends and a keen perspective of other cultures. Maureen maintains homes in Montana and Southern California, and in her spare time she enjoys refurbishing older homes.
Marlin McKeever is a retired sales executive with an ardent passion to see the end to human trafficking and a strong belief DeliverFund is significantly helping accomplish this goal. Marlin holds a B.A. from California State University, Long Beach in Communications and an M.B.A. in International Business from the American Graduate School of International Management (Thunderbird). His sales career in high-tech, publishing and manufacturing have afforded him the experiences to interact and meet a large array of people. Marlin has spent several years living and working abroad. This has led to his firm conviction that experiencing another culture leads to a broader life experience and viewpoint which have helped to cultivate his natural ability to develop and grow relationships. His present interests are in real estate and private investment. He and his wife Maureen Casey-McKeever enjoy traveling and spending time at their homes in Southern California and Montana. Additionally, Marlin currently is on the Advisory Committee for the Casey Eye Institute at OHSU (Oregon Health & Science University) and recently was on the board for the Oregon Zoo Foundation.
